Coast — Bahari county plans

Coastal and inland livelihoods, safe water, flood access, inclusive education and health referral continuity.

Planning edition 01 · 16 October 2026 · Founder: Dr. Mark Kenani Nyakweba

People first · Two distinct phases

Phase One: Beneficiary enrolment and community-based interventions

Our first priority is to identify, enrol and assess eligible beneficiaries, then organise the interventions they need in their existing communities. This includes children, older people, people with disabilities, caregivers and other vulnerable groups. Support is intended through county teams, existing services and authorised partners, outside Braveland. Beneficiaries do not need to move to a city or wait for Braveland construction to receive approved support.

Enrolment and service delivery have not opened. They begin only after government certification and the relevant staffing, safeguarding, service agreements and funding are ready.

Phase Two: Braveland — a future development concept

Braveland is a separate future project, not the regional programme itself and not a condition for Phase One support. A possible location will be selected within each region after feasibility, community consultation, land checks, funding and approvals. Any corridor or place mentioned is a comparison suggestion only; no regional site has been selected. There is no announced construction or opening date.

Technology hubs, innovation and cleaner energy

Braveland and technology hubs form one connected development concept. Community learning can begin through suitable existing partner spaces when certification, funding, staffing and agreements are ready; it does not need to wait for city construction.

Learning and enterprise

  • Accessible digital literacy and online safety
  • AI literacy, responsible use and practical enterprise tools
  • Design, CAD, modelling and supervised prototyping
  • Innovation labs, repair skills and product development
  • Creative enterprise, artisan value addition and routes to market

Resources required

  • Accessible learning space, internet and reliable power
  • Computers, assistive technology and appropriately licensed software
  • Qualified trainers, a hub coordinator and safeguarding support
  • Supervised workshop equipment, maintenance and safety arrangements

The Founder’s office coordinates budgets, procurement and resource delivery. Regional teams define needs, organise delivery and report results.

Solar, wind and fuel reduction

Assess energy efficiency first, then compare solar PV, storage, measured wind potential and an appropriately sized reliable backup. Select the lowest credible whole-life cost for the required service reliability, including maintenance, replacement, finance and environmental effects.

Solar is a candidate for daytime learning and workshop loads. Wind requires measurements at the actual proposed site; a successful wind farm elsewhere does not establish a viable resource at a Norisha site. Critical services must retain a tested continuity plan. Compare battery lifecycle, recycling, land use and environmental effects as well as fuel avoided.

How we will test savings

Illustration only — assumed inputs, not a supplier quotation, current fuel price or Norisha savings forecast.

For a hypothetical hub using 50 kWh each day (18,250 kWh per year), assume solar replaces 14,600 kWh of diesel generation. Test assumptions: 0.35 litres per kWh; KES 180 per litre; baseline maintenance KES 8 per kWh; solar maintenance KES 60,000 per year; installed capital KES 2,400,000.

Avoided diesel generation cost
KES 71 per kWh
Illustrative annual operating saving
KES 976,600
Illustrative simple payback
2.5 years

Simple payback excludes financing, taxes, degradation, battery/inverter replacement and end-of-life costs. A site-specific whole-life comparison must include these before investment. No wind saving is quoted without a measured resource and system design.

What we will report

  • Learners enrolled and completing training
  • Accessible learning places and participation
  • Prototypes tested and enterprise support outcomes
  • Metered energy supplied, backup-fuel use and uptime
  • Verified KES operating savings against a comparable baseline

Planning status: proposed. City facilities remain Phase Two. No site, installer, partner, equipment purchase or savings guarantee is announced. Relevant professional design, licensing, safety and environmental requirements must be checked before implementation.

From assessed need to confirmed support

Phase One centres on children, orphans and other vulnerable people receiving appropriate support in their communities, including family strengthening and rehabilitation referrals. Braveland construction is not a prerequisite.

  1. 1. Identify the need

A person, family or registered helper requests support. Assess needs with consent, accessibility and safeguarding; children are supported through safe family care and appropriate statutory referrals.

  2. 2. Agree the intervention

Record the assessed need, agreed assistance, responsible officer and review date. Include education, healthcare referral, family support, rehabilitation, assistive access or livelihoods as appropriate.

  3. 3. Confirm where support will come from

Identify a suitable school, rehabilitation service, licensed health provider, community partner or approved supplier. Confirm suitability, capacity, permissions, funding and an accessible appointment or delivery arrangement.

  4. 4. Track the referral or delivery

Link a private case reference to a service referral or item dispatch reference. Record the authorised source, intended recipient or service destination, responsible person, dates and status. The Founder’s Office arranges logistics; restricted records protect addresses and personal information.

  5. 5. Confirm receipt and follow up

Verify that the intended person received the item or attended the service. Record receipt or provider confirmation, unresolved barriers and the next review. Escalate missed, delayed or unsuitable support and check the outcome before closing or revising the plan.

This describes the intended workflow, not an active enrolment or tracking service. Public reporting will show aggregate progress only; names, case records, medical information and delivery addresses remain restricted. Opening requires certification and operational readiness.

6 counties

County-specific screening concepts

6 programme streams

Shared structure, adapted to local conditions

64 proposed core posts

60 separate volunteer places; none claimed filled

People first, across every county

Include vulnerable children with safe family care; single parents and caregivers; older people; people with disabilities; expectant mothers and young children; people with chronic illness; women and girls facing exclusion; unemployed youth; displaced or marginalised communities and people rebuilding their lives through lawful referrals. Needs overlap; count unique people safely. No child removal or mass orphanage is proposed.

Current ward inventories, service capacity, population catchments and needs remain to be verified. Historical climate reports are not live forecasts. Check current KMD/NDMA advice and county alerts before any authorised field activity. Candidate place names below are assessment suggestions, not surveyed sites or guaranteed service areas.

The starting model uses 8 coordination/technical/support posts plus 2 outreach posts per county, increased to 4 outreach posts in selected dispersed or intensive urban assessment areas. This is an initial planning allowance, not a measured staffing standard. Adjust only through an evidenced, funded approval.

The Founder’s Office coordinates all logistics, service-delivery arrangements, supplies, goods, security liaison, ambulances, vehicles, earthmoving equipment and other resources for county programmes and Braveland developments. County teams organise delivery locally, specify needs and report progress; they are not required to raise funds or personally provide resources.

Administration requests and coordinates police support with the responsible authorities; government retains police appointments, command and deployment. Any private security arrangement must use appropriately authorised providers. No personnel, ambulance, vehicle or machine is claimed to be owned, procured, assigned or available. Quantities, operators and readiness must be verified for each approved activity.

Careers · Current professional vacancies

Reporting, schedule and accountability

6 county lead role(s) → Coast — Bahari regional coordinator → national coordination → Founder / Executive Director. Volunteer supervisors are designated locally. Nairobi’s single-county regional/county responsibilities may be combined initially only through an approved role plan; do not count one person twice.

Proposed: officers update weekly; county leads review weekly; regional coordination consolidates monthly; national coordination reviews monthly for Founder decisions. Serious safeguarding, safety, data or financial incidents escalate promptly through approved confidential procedures.

Aggregate only at public/executive summary level; personal case records remain restricted. Submission, verification and approval are separate actions. County, regional and national totals must not double-count the same people or expenditure.

Proposed local posting and mobility policy

Initial posting

Recruit for an approved local vacancy near the person’s verified ordinary residence/registration area. Registration location is checked; it is not an ancestry, birthplace or ethnicity test. For example, an eligible recruit resident in Lodwar would initially serve the local Turkana programme for the agreed term.

Fair selection

Advertise accessibly across the relevant local areas; assess published qualifications, relevant skills and suitability through a documented panel. Support reasonable accommodation. Use an auditable random draw only among genuinely equally qualified candidates for the same role and posting, under a published tie-break rule. Do not select or exclude by ethnicity, clan, religion or personal connections. Specialist shortages may require a separately approved, transparent recruitment plan.

Two-year term

Proposed initial employment term: two years from the agreed start. Pay, benefits, precise work station, duties, start/end dates and any mobility clause must be agreed in the written contract before work begins. Volunteer and contractor terms are separate.

Matched-transfer request

Ordinary inter-station transfers are deferred during the initial two-year term. One discretionary matched-transfer request may be submitted during that term: both employees must voluntarily request the exchange, be qualified for the receiving roles and have verified counterpart consent. A match is necessary but does not guarantee approval.

Approval and exceptions

HR/Administration checks role/grade compatibility, funded posts, service continuity, safeguarding, conflicts, accessible travel/housing needs and handover. Founder’s Office authorises logistics and costs. No transfer takes effect until both amended posting records are approved in writing. Medical/disability accommodation, safety, safeguarding and statutory rights require a separate exception route and do not consume the discretionary request.

Renewal

Founder’s policy intention is continuity for all staff. Before the two-year term ends, confirm ongoing need, lawful terms, funding, performance and mutual agreement in writing. No unconditional automatic renewal or unfunded salary promise is made on this public page.

Rotation

At renewal, consider a new station through a transparent, nationally coordinated rotation plan, subject to available funded roles, suitability, consultation, reasonable accommodation, lawful contract terms and centrally arranged relocation support. No automatic forced swap or open transfer entitlement is created. Cross-region exchanges require both regional administrations and national approval.

Each project uses one ID for owner, scope, baseline, approved target, verified actual, evidence date, start/finish, forecast, dependencies, next action, budget, commitments and expenditure. Dashboard templates follow those records; live private accounts and database integration are not represented as active. Graphs await real measurements.

Track family referral completion; tested and functioning water services; healthcare and rehabilitation referral completion; seasonal livelihood outcomes; costs and safeguarding response. For drought, flood, route failure, supply interruption, unsafe water or funding loss: pause unsafe work, use approved alternatives, record decisions and verify restart conditions. Plans do not guarantee a hazard-free operation.

Phase Two · Future concept · Site not selected

Braveland – Bahari

Coast Regional Centre

A proposed regional centre within the Braveland network, connected to county and village services. Braveland City, Kibwezi (proposed), in Makueni, Eastern, is a separate proposed development, and Norisha’s planned head office is in Nairobi with its exact site undecided; neither is this regional centre. Names are Norisha planning identities, not government designations.

Location study: Compare the Kilifi/Mariakani hinterland, Voi and suitable Mombasa-linked service sites; distinguish coastal flood/salinity risks from inland dryland conditions. These are Norisha comparison options, not measured geographic centres, acquired land or approved sites.

Explore the Phase Two city concept

Norisha Hospital

A proposed hospital and referral/training centre, with accessible care and links to county and village services.

Development requirements

Define clinical scope, demand, licensed operators, staffing, referral network and a sustainable care-funding model.

Sports complex and academies

Sports grounds, training camps, talent academies and coaching programmes for young people.

Development requirements

Assess sports demand, coaching capacity, accessible facilities, safeguarding and operating costs.

Fundraising tournaments and international events

Norisha tournaments, including a proposed polo event inspired by international cup formats, alongside other sports and cultural fundraising events for guests, supporters and dignitaries.

Development requirements

Develop event feasibility, animal welfare where relevant, safety, insurance, sponsorship and transparent accounting. No event date, royal affiliation or guest attendance is confirmed.

Residential and community living

Accessible residential homes and accommodation for the city community, with associated services and home/work needs considered in the design.

Development requirements

Define intended residents, tenure, affordability, care model and safeguarding. Children’s support remains family-based; no mass orphanage is proposed.

School and learning support for blind learners

A proposed school and resource centre for blind and visually impaired learners, with Braille, assistive technology, orientation/mobility support and links to inclusive education.

Development requirements

Co-design with learners and disability organisations; establish education approvals, qualified staffing and accessible learning pathways.

Suka Delta design and fabrication

A youth innovation centre for vehicle concepts, modelling, prototyping and eventual fabrication/manufacturing, supported by technical training and creative design.

Development requirements

Confirm the programme name and technical scope; stage CAD/model-making, prototypes and production separately, with engineering, testing, safety and commercial feasibility checks.

Braveland Tours and hospitality

A proposed tours, visitor experience and hospitality programme connecting the city with regional attractions and local enterprises.

Development requirements

Define the service model, licensed operators where required, accessible visitor routes and local supplier participation.

Public safety and emergency services

Provision for a proposed Braveland police station and coordinated fire, ambulance and emergency access.

Development requirements

A police station depends on government authorisation and service planning; Norisha cannot establish police powers. Emergency arrangements require responsible agencies and qualified operators.

Bank of Norisha concept

A proposed financial-services component to support enterprise and access to finance within the wider vision.

Development requirements

Assess a licensed-provider partnership and any separately regulated institution. “Bank of Norisha” is a working concept, not a licensed bank, deposit facility or currency authorisation.

Norisha Airport — host county to be confirmed

A proposed county-named aviation facility for the Coast — {region.alias} regional centre, subject to demand, airspace, land and regulatory feasibility; no airport or service is approved.

Development requirements

Undertake demand, airspace, land, noise, safety and environmental studies; establish the applicable KCAA approval pathway. No airport site or operating approval is confirmed.

Investor and enterprise precinct

A proposed area for registered investors and productive enterprises, including a future parcel-sale model if lawful ownership, planning and subdivision arrangements are established.

Development requirements

Complete land/title due diligence, community-rights checks, independent valuation, infrastructure costing and legal review before any offering. No parcel is currently offered or reserved and no investment payment is accepted.

Utilities and community connections

Water, sanitation, power, digital access, waste systems, accessible streets and outreach links joining the city to surrounding settlements.

Development requirements

Size demand and water balance before allocating land; protect essential services and fund operations, maintenance and renewal.

Full-city staffing and capital/recurrent budgets are separate from the county pilot totals. Test site scale, water, utilities, travel, land rights and environment; the earlier 10,000-acre aspiration is not a compulsory parcel size for every centre. No land, bank, hospital, school, police station or airport is represented as established, licensed or offered for investment. No guest, partner or government commitment is implied.

Evidence and next checks

Sources checked 16 October 2026. County source links appear in each county card. Most climate baselines date from 2023; Tana River’s indexed report is December 2024. New county proposals have not received exhaustive ward surveys. Nairobi’s five pilot ward names are verified, but ward needs are still to be measured. Population/beneficiary targets, quotes, land and operating approvals remain unverified.

Norisha’s geographic planning grouping does not establish a government or police partnership. Private beneficiary, medical, staff and security records do not appear on these pages.
