Norisha Community Witness Panels
A Norisha Foundation programme. Panel membership is not a government appointment and is not part of, or a substitute for, the government Nyumba Kumi initiative. Panels corroborate facts; they do not decide who receives support.
Community Verifier opportunities in every ward
Verifiers operate at ward level, assisting with household corroboration in their own location or village. Select your region, county, constituency and ward in Opportunities. Juja alone is active for enrolment; other wards accept future interest. Eligibility review and written approval follow separately.

These criteria are for panel members only
These criteria apply only to panel members. They are never used to decide who may receive Norisha support.
How a review works
- Step 1
Locality defined
Each panel serves one ward, sub-location, village or estate with a written boundary and boundary evidence.
- Step 2
Nomination
Members are nominated and their evidence is reviewed privately.
- Step 3
Approval
A different officer approves each member once every criterion and requirement is evidenced.
- Step 4
Review request
Norisha asks the panel to corroborate specific facts about an existing registration, sharing only what is needed.
- Step 5
Conflicts and recusal
Any member with a family, household, business, employment or dispute link to the case steps aside.
- Step 6
Corroborating statement
At least three non-recused members record whether they can corroborate the facts, cannot corroborate them, or do not know.
- Step 7
Separate eligibility decision
An authorised Norisha case officer decides eligibility under Norisha's own rules, considering the statement alongside other evidence.
- Step 8
Complaints and appeals
Complaints go to Community Accountability (D38); safeguarding concerns go directly to Safeguarding (D10); an appeal is heard by an authorised person who took no part in the contested decision.
Safeguards
- Statements never carry an eligibility verdict.
- Panels see only the minimum facts needed; no case files, health or protection details.
- Confidentiality agreement and safeguarding training before any review.
- Conflicts declared and recusal enforced before a statement can be recorded.
- Quorum of three non-recused members, rechecked when the statement is recorded: a member suspended, moved or newly conflicted is not counted.
- Complaints and appeals handled outside the panel; an appeal is heard by an authorised person who took no part in the contested decision.
- No identity numbers stored; evidence referenced, not copied.
- Statements cannot be edited or deleted; any correction is a separate, linked record, and a conflict declared later opens a review.
- If the panel does not know the household, the case moves to other evidence routes; not being known is never treated as ineligibility.
